Hawaii does not issue marriage licenses at the local city or town level. All applications on Oahu go through one office: the Department of Health Vital Records office at 1250 Punchbowl Street, Room 101, in Honolulu. Both people who are getting married must appear in person. No exceptions. You cannot send a stand-in or file by mail.
Start your application through the Electronic Marriage Registration System before you visit. The online form collects both applicants' information, and you pay the fee when you submit. The total is $65, which is the $60 license fee plus a $5 portal service charge. Once you've done that, both of you go to the Punchbowl Street office to appear before a marriage license agent. Bring a valid photo ID, such as a driver's license or passport. No blood test is needed. No waiting period applies after the license is issued.
The license is good for 30 days and valid anywhere in Hawaii. Ocean Pointe couples often have beachside ceremonies right in their community. Your Oahu-issued license covers you for any ceremony location across the islands.

The first certified copy costs $10. Each additional copy ordered at the same time is $4. A portal fee of $2.50 applies to online orders. You can also pick up copies in person at the Honolulu office, which is faster than waiting for mail. Mail orders take about 6 to 8 weeks. Hawaii Marriage Law Overview
