Schofield Barracks Marriage License for Military and Civilians

Hawaii does not have a separate system for military marriages. Every couple, whether active duty Army, civilian spouse, or local resident near Schofield, applies at the same office: the Hawaii Department of Health Vital Records office at 1250 Punchbowl Street, Room 101, in Honolulu. Both people must appear in person before a marriage license agent. There are no exceptions for military duty, so plan your visit around your schedule.

Military personnel should bring a valid military ID along with another government-issued photo ID. A common-access card (CAC) combined with a driver's license works well. The application itself is the same form as for civilians. The online path through the Electronic Marriage Registration System (EMRS) is the recommended first step. Fill out both applicants' information, pay the $65 fee (which is $60 base plus a $5 online portal charge), and then both of you report to the Punchbowl Street office to finish.

No blood test is required. No waiting period applies. The license is valid for 30 days from the issue date. It works anywhere in Hawaii, not just on Oahu. Ceremonies can take place on post, off post, at a beach, or at any registered venue in the state.

Once your ceremony is done and the license is recorded, you can order certified copies through the Hawaii Vital Records online portal. The first copy costs $10. Each additional copy ordered at the same time is $4. A $2.50 portal fee applies to online orders. Military families who have already PCS'd to a new duty station can use the mail option.

Certified copies can be delivered to APO and FPO addresses for military personnel who are no longer in Hawaii. This is useful if you marry here and then receive orders to a different installation before needing the record for benefits paperwork, name change documentation, or dependent enrollment. The online portal at vitrec.ehawaii.gov accepts APO/FPO delivery addresses at checkout. Mail orders take approximately 6 to 8 weeks. Plan ahead if you need the record for a military deadline such as DEERS enrollment.

You can also pick up certified copies in person at the Punchbowl Street office if you are still on island. That is the fastest method.
